چکیده

Although, significant progress has been made over the years in information management planning methodologies, information system projects failures continue to exist. (Walsh and Schneider, 2002) Because a large proportion of the causes for late, over-budget delivery of information systems are management-related (Lawrence, 1985) there is a need for management tools to solve this problems. Because new information system projects are like other investments, the goal is to gain more profit or solve social problems (Boehm and Sullivan, 2000). Therefore, information system projects should also be treated like an investment and a balance of the values/benefits and risks should be made, as with other investments. In this paper we describe the risk analysis (Chapter 2) and the value analysis (Chapter 3). In Chapter 4 we describe the use of this tool and the use of the outcome. This is tool and its outcome is part of the Four Cycle Method (Salmela and Spil, 2002) and should be seen and used in that context.
